Effort is the work a round took against the work it should
have taken. 100% is exactly average. Under that, the block came cheap. Over it, we paid for
the one before. It is the same number other pools call luck, inverted; we publish one so
nobody has to work out which way round it goes.
How it is calculated
Grin's scaled difficulty is graph_weight × 264 ÷ hash,
so a 42-cycle clears difficulty D with probability
graph_weight ÷ D, and a block should take
D ÷ 16384 cycles. One accepted share is one cycle. Effort is the shares
a round actually took, over the shares it should have taken.
Difficulty is recorded when the block is found, not looked up later, because it moves every block and a round measured next week would be measured against the wrong one.
